Verify a payment channel claim signature

Field	Type	Description
`command` required	string	WebSocket command name
`id`	object	Client-supplied identifier to correlate requests with responses.
`channel_id`	string	The 256-bit hex channel ID of the payment channel.
`amount`	string	The amount of XRP (in drops) the claim is for.
`public_key`	string	The public key of the channel, in hex format.
`signature`	string	The signature to verify, in hex format.
`api_version`	object	API version for the response format. Version 2 is the default for rippled 2.0+.
